
Inter-cluster collaboration to strengthen the knowledge economy in Latin America — Stage 1
The project aims to strengthen collaboration among the different clusters in the province of Córdoba, fostering synergies, strategic cooperation and capability sharing across productive sectors.
Summary
Córdoba Cluster, represented by Cluster Tecnológico Córdoba, led this regional project, co-managed with ECLAC (Productive and Business Development Area), to build a Latin American inter-cluster collaboration network focused on strengthening the knowledge economy. The underlying assessment was clear: LATAM clusters share challenges (regional fragmentation, limited cross-border cooperation, difficulty scaling capabilities in digital transformation, open innovation and sustainability), but lacked structured mechanisms to build shared agendas.
The project brought together 29 clusters from 8 countries (Argentina, Chile, Colombia, Costa Rica, Ecuador, Mexico, Panama, Peru), organized by ECLAC into 5 sector teams: Agrifood, Health, Industry and Construction, Tourism and Fashion. ECLAC's six-stage inter-cluster methodology began in March with applications and selection, and continued with capability-mapping workshops, bilateral sessions, validation workshops and online networking.
The centerpiece was Córdoba Tech Week (CTW) on September 24 and 25, 2025, when Latin American clusters gathered in Córdoba for an in-person event with an academic program on AI, competitiveness and sustainability, funding rounds, co-creation activities and networking. Argentine clusters taking part included Fintech, Córdoba BIM, Polo Tecnológico Rosario, Córdoba Welcome Cluster de Eventos and Córdoba Cluster itself. GIZ (German development cooperation) co-funded airfare for international representatives.
860,000 (ARS 10.93M non-repayable grant + ARS 10.93M cash co-funding). Expected results: ≥20 clusters traveling to the final event, ≥5 collaborative agreements/projects, ≥5 countries represented and a sustainable LATAM network in place.
Main objective
Promote inter-cluster dynamics across Latin America using ECLAC's methodology, building a collaboration network among 29 cluster initiatives from 8 countries, focused on the knowledge economy, to identify common challenges, facilitate technology transfer, strengthen the management capabilities of participating clusters and generate concrete regional cooperation projects.
