Through Programa Córdoba Cluster, Agencia Competitividad Córdoba (Córdoba Competitiveness Agency) is opening its 2025 Call for Projects with dedicated funding lines.
We support clusters at every stage of development, co-financing projects that:
- Strengthen their structure, planning and strategic communication.
- Drive innovation, sustainability and shared value among companies.
- Generate open, replicable lessons with regional impact.
- Support the cluster's internationalization, integrating it into global value chains and strengthening Córdoba's competitive position worldwide.
The goal is to consolidate clusters with a strategic vision that act as engines of productive innovation.

Funding lines
1.1. Line A – Cluster strengthening and maturity
Who can apply
Emerging or consolidating clusters.
Purpose
Lay solid foundations for the cluster's strategic positioning.
Eligible projects include
· Strategic plans and market studies.
· Communication and industry positioning strategies, especially branding and recruiting new members from different backgrounds.
· Talent development programs tailored to industry needs.
Agency funding
Up to 50% of the total budget.
Private co-funding
Minimum 50%.
Maximum execution period
6 months.

1.2. Line B – Transformative projects
Who can apply
Consolidated or mature clusters.
Purpose
Drive high-impact collaborative projects that generate innovation and/or internationalization and added value, and that can be replicated across the wider ecosystem.
Eligible projects include
· Collaborative R&D and open innovation projects that build real partnerships.
· Adoption of digital or sustainable technologies.
· Technical testing and certifications 1
Agency funding
Up to 50% of the total budget.
Private co-funding
Minimum 50%.
Maximum execution period
12 months. 2
Submission
Application requirements
- Industry-wide impact and spillover: Projects must show collective value for the cluster as a whole, rather than benefiting just a few companies.
How it's measured:
· Identify direct and indirect beneficiaries.
· Include impact indicators (KPIs or OKRs) that reflect the project's reach and results.
· Provide dissemination and knowledge-transfer deliverables (e.g., reports, manuals, workshops, videos, technical sheets) that make it easier for other companies or ecosystem players to adopt the results. - Deliverables to the Agency:
· Progress reports and technical/financial reports according to the schedule.
· Communication materials that document and showcase the results achieved. - Formal requirements:
· Compliance with the current Terms and Conditions of Programa Córdoba Cluster.
· Expenses submitted for co-financing must be paid exclusively by the applicant organization or its private members. Not eligible: expenses incurred, financed or invoiced by public-sector bodies or entities, even if they are members of the cluster.
Evaluation criteria
Projects will be evaluated on their impact in terms of:
- Alignment with the cluster's strategic objectives.
- Innovation and industry transformation.
- Public-private-academic collaboration.
- Sustainability and replicability.
- Commitment to communicating results.
Application and evaluation process
Here's how it works, step by step:
First, we receive your project when you complete this form.
Once we have all the required documentation, your project goes through the following evaluation stages:
- Formal eligibility review
The Agency will check that the documentation is complete and that the proposal meets all requirements set out in the current Terms and Conditions. If clarifications or corrections are needed, the cluster will be notified so it can address them before the evaluation continues. - Technical evaluation
Eligible projects will be reviewed by the Agency's technical team, together with external specialists depending on the project's subject area. Reviewers will assess relevance, technical feasibility, expected impact and consistency between objectives, budget and projected results. - Final approval
Projects with a favorable technical evaluation will be submitted to the Agency's Board, which will give final approval and authorize the corresponding funding.
If a proposal does not pass a stage or needs adjustments, the Agency will formally notify the applicant cluster, explaining the reasons or next steps.
